preface: I understand why this source is controversial. I wish it wasn't so melodramatic. As with anything on the internet, the information needs to be confirmed by an additional resource.
In this case, there are documents on the government website. They speak for themselves. This isn't a "Creative Speculation". (lol cracked me up to type that)

If you live in Grand Island and have a large starling population in your neighborhood it should be taken care of soon.
The city started targeting the population Tuesday.
The USDA is using a chemical called DRC 1339 to get reduce the population.
It is bird specific so it shouldn't hurt other animals.
The birds will die within 24 to 36 hours after eating the chemical.
Use a glove or a bag to get rid of dead birds on your property.
If you have any questions, you're asked to call City Hall.
