Price is 1 cent US per litre at official exchange rate. He is correct however the gas price hike in 1989 under socialist Carlos Andres Perez resulting in rioting and scores of dead so the government is extremely cautious apparently in acting.

The same story repeating itself in Venezuela, a socialist government with a failed oil only policy.
