Contacted my state rep in Walkersha County on transparency, but hadn't gone further in this particular issue yet. Have some friends counting on state pension fund who already have had to take cuts.

My self-serving response from Kooyenga, who has eyes in being Governor on transparency was this --


"Hi Xxxxx

Last week the Joint Finance Committee passed an omnibus wrap up motion which included among the 67 provisions changes to the Open Records Law in Wisconsin. After inquiries my understanding was that the changes would have put Wisconsin law consistent with many other states and the US Congress in order to facilitate more honest dialogue among stakeholders. Since the vote this has been found to be inaccurate. I apologize for not recognizing the scope of these changes. I offer the explanation above, not as an excuse, but as background information relevant to why the budget process should be improved to increase transparency. Increased transparency naturally provides public input which in return allows for better policy.

In the coming days I will be seeking a Senate co-author to change Wisconsin law in the other direction. I firmly believe that process and democracy would be better served by requiring all budget motions to be posted 24 hours in advance of committee adoption.

Leadership with integrity does not mean mistakes are not made. Leadership is learning from prior action and taking corrective action to do what is right. "
