The reasons given in this article is EXACTLY why charter schools/privatization/vouchers won't work. They conveniently cherry-pick the children for enrollment. I knew this is what they did (as I'm sure you all did to), but I had no idea how many ways they use to do so.

parent pays the tuition. Yes the Charter keeps the State voucher money, it is not sent on if you have to move or the child is removed for bad behavior. Then there is the Compulsory Attendance Laws in Texas. Where is your teenager going to hang out? By law YOU are going to Home School or pay tuition and drive to the closest Public School that will take him/her.

Privatizers want the State money for your child. They are in business to make a profit.
