In Pa., there's always enough $$$ for raises

It always strikes me as curious that even when a state, let's say Pennsylvania, has unending fiscal problems, a structural deficit, a pension liability stretching to the stars and constant calls for (or actual enactment of) new taxes, there always seems to be enough tax dollars for pay raises.

Well, at least for some.

State lawmakers get automatic annual raises no matter how they perform, or don't (the bar in this state seems to be if you manage to avoid indictment you're performing well).

And now comes news from the Harrisburg Patriot/Pennlive that Gov. Wolf handed out raises of up to 38 percent to 17 of his staffers in a year he claimed repeatedly the state is in a fiscal crisis he called "a ticking time bomb."
