Animal rights groups support "puppy mill bill" introduced by City Council

Animal care groups purred their approval for the City Council's proposed "puppy mill bill," which would prohibit the sale of dogs and cats bred and raised in "deplorable" conditions.
The package of legislation, introduced by Council members Elizabeth Crowley (D-Queens) and Corey Johnson (D-Manhattan), would also broaden the sterilization of animals to guinea pigs and rabbits, and require pet shops to put a microchip and register animals before selling them to track them more easily when they're lost.
" Animals) are neglected, they are not properly groomed and they most often have congenital defects," said Crowley of dogs and cats raised in "deplorable" mills. "Consumers are generally unaware of this, and only learn about the origin of their pets when they incur veterinary bills incurring hundreds if not thousands of dollars."
