Omaha mother charged after 2-year-olds blood-alcohol level measures three times the legal limit

Authorities charged Omaha resident Joann Powell, 23, Thursday with child neglect resulting in serious bodily injury after her 2-year-old daughters blood-alcohol content measured .266, more than three times the legal limit for an adult to drive. The 2-year-old was treated at the hospital and released Tuesday.
Weighing somewhere around 30 pounds, Powells daughter was knocked for such a loop that she was still demonstrating the effects two days after her hospital visit, prosecutors say.
