The federal government also turned down two other requests for individual homeowner assistance for Minnesota disasters, following flooding around Zumbro Falls in 2010 and following the north Minneapolis tornado last year. ...

This is not your father's FEMA and it is pretty sad when the Feds cannot help individuals in disasters because that is we the people. They assume that people can start over but in this economy that is so not true. This will leave more than a few people homeless and most devastated. This is another way our country has gone insane and fallen.

the job of FEMA or the federal government to fix everything in either New Orleans or Duluth?

than it does to spend billions more bombing other countries.
With or without natural disasters there's not a city in the U.S. that couldn't use major infrastructure work - and that's where we shuould be spending out money. (And rebuilding the U.S would create jobs.)
