Although I do not agree, and I included both the title and the confusing information, because I have been accused of posting clickbait, this is gone.

The reports’ authors could not determine a clear connection between human-caused climate change and the drought.

So the headline captures the clicks, and the story tells the clicker than he has been victimized by "clickbait." A publication more interested in counting mouse clicks in order to sell advertising than it is in providing actual information.
