From the bill:

This bill, the California Guaranteed Health Care for All Act, would create the California Guaranteed Health Care for All program, or CalCare, to provide comprehensive universal single-payer health care coverage and a health care cost control system for the benefit of all residents of the state. The bill, among other things, would provide that CalCare cover a wide range of medical benefits and other services and would incorporate the health care benefits and standards of other existing federal and state provisions, including the federal Children’s Health Insurance Program, Medi-Cal, ancillary health care or social services covered by regional centers for persons with developmental disabilities, Knox-Keene, and the federal Medicare program.

Health Care for All – California
AB 1400, the California Guaranteed Health Care for All Act (CalCare), has been withdrawn for consideration this year, according to bill author, Ash Kalra, Democrat from San Jose. Kalra announced that in deference to legislative colleagues, the decision had been made to work on financing for the bill before moving it forward. Because this is the first year of a two-year legislative session, the bill, introduced in February, can be brought back later in the 2021-2022 session. Click here to read Kalra’s complete statement.

Phil Kim, organizer for the California Nurses Association which sponsored the bill, said that AB 1400 is expected to be “back on the table” in eight months. Meanwhile, organizing will continue, including gathering endorsements from community groups, city councils, county boards, unions, businesses, and other entities.

Should be back on track soon.

and relies on federal government waivers to achieve its goals. Since the waivers could be eliminated by a Republican federal administration it would leave large budget gaps that would need to be covered by taxpayers.

California's single-payer dreams have been dashed again.

Legislation to create what would be the nation’s first government funded state-run health care system failed to get a vote Monday on the Assembly floor, effectively ending the push for single-payer this session.

High drama surrounding CA AB1400 (21R) by Assemblymember Ash Kalra (D-San Jose) had made it the highest-profile piece of legislation remaining from last year.

Kalra said the bill did not have enough votes on Monday, its deadline to clear the Assembly.
