Does anyone know what a white paper with the letters L & I with a star between them means?

When we moved into our new home there were white pieces of paper with that on them , stapled on some of the corners of the house & on the back gate..

I have no clue..

any ideas?

the pieces of paper were about the size of a small index card, and had been put there since the last rain..

we rolled into town at 9 am Saturday 4/16

1. Builder's name?

No phone number with it?
Washington State's Labor and Industries? http://www.lni.wa.gov

2. "Licenses & Inspections" maybe? Was there a permit that needed to

be approved or something? Maybe new construction needs to be signed off on before it's occupied, and that shows where they've been?
