1. We drive through Stevens Pass a couple of times a year, though usually not in the winter

Now hiking it is banned due to a cave-in a couple of years ago. I've always been fascinated by tunnels for some reason. I suppose Freud would have a field day with that.

3. The first thing I think of is, if it is unsafe, it would be good to collapse it.

Rather than wait for it to collapse on its own. 2.6 miles of concrete tunnel? You do have a fascination with tunnels, one I can't really fathom. I did visit and thoroughly enjoy Carlsbad Caverns though and also explored some of the natural caves in northern New Mexico.
