Chicago and Seattle are two places I've seen it outside those mentioned. As far as I've been able to tell, Dallas has only one decent espresso bar and I've never seen them do latte art. However, it wouldn't surprise me if there are a few in Austin.
It's not that difficult to do. I can do a simple rosette, but that's about the extent to which I've done it. I haven't gotten into it all that much because I drink mostly straight espresso and not milk based drinks, and I do it mostly at home. You need to have espresso that has a thick layer of crema, and you need milk steamed to the right consistency.
