States, Counties and Cities cannot do "stimulus". They don't have any mints.

All you have to do is raise taxes on the uber rich and corporations to balance budgets at the state and local level. For years states and local governments have been forcing the largest tax burdens on the middle class and poor, while giving away tax dollars to corporations and the top 1%.

For example, just look at that little deal many states have with corporations where the corporate entity is allowed to keep all the state income tax they collect from their workers. They identify the withholdings as state income tax on their pay stubs but it never makes it into the state coffers. It gets siphoned off by the corporations in order to pay their CEO billions.
