Kamala Harris, gun-control group still trying to intervene in concealed-carry case

California Attorney General Kamala Harris and a national gun-control group are asking a federal appeals court to reconsider their effort to intervene in a case that could dramatically loosen California's restrictions on concealed handguns.
The Brady Center to Prevent Gun Violence filed papers Wednesday asking that an 11-judge "en banc" panel of the 9th U.S. Circuit Court of Appeals review a three-judge panel's ruling from earlier this month barring the center from intervening in the case. And California Department of Justice officials said Harris would file her own brief late Wednesday.
They want to take up the appeal of a challenge to some sheriffs' and police chiefs' policies for determining "good cause" when considering applications for concealed-carry permits.
Some sheriffs now require applicants to prove a specific threat to their safety to get a concealed weapon while other sheriffs don't. Those in most urban counties hand out permits by the dozens; those in many less-populated rural counties hand them out by the thousands.
