GOP bills would give expectant parents tax credit on fetus

Lansing — The House Tax Policy Committee heard testimony Tuesday on a bill that would grant "personhood" status to fetuses, allowing expectant parents to qualify for a tax exemption.

Parents would be able to claim a dependency exemption for a fetus that has completed at least 12 weeks of gestation as of the last day of the tax year and that has been under the care and observation of a physician since at least 12 weeks of gestation. The period of gestation would have to be determined by a physician.

The two-bill package introduced by Republican Reps. Lisa Lyons of Alto and Jud Gilbert of Algonac, would cost Michigan about $5 million annually in revenue, according to a House Fiscal Agency Analysis.

The personal exemption is $3,950 for the 2013 tax year and $4,000 for the 2014 tax year and subsequent years.

I would hope that the deduction would be removed and taxes refiled. Sounds like a lot of work just so a few folks can get a jump on the tax credit. I guess they get double with twins. Ohhhhh....think of the quadruplets.

23. It's not about the tax credit

it's about the GOP trying to bribe stupid people into accepting embryonic Personhood. If what they REALLY wanted was to give people an additional tax break, you have the baby, then get to file as such on your UPCOMMING Tax returns, and when you do, you get to claim a child tax credit for LAST YEAR, (the year you were pregnant) as well as this one.

That they think were dumb enough to fall for this, should be all the explaination they need to tell them why they just lost a National Election Cycle.

There is no shortage of crazy in this country. There will always be a diversion if not this one then something else. They have made rape into an everyday run of the mill word and in turn an everyday action. They assaulted every rape victim in the country day after day with there verbal abuse. Now it is 'personhooding' a zygote. Really, I don't know how we will get these folks back under their rock but my guess is that it won't be quick or easy. Keep on keeping on, fighting the good fight. They will do anything to stop progress ....that is what we are working with. Bombing us back to the cave days is in their sites.

61. Good point. Easy to implement a retroactive tax credit for pregnancies if that is the true goal.

Obviously the true goal is to do exactly what you say - another way to create legal precedent for embryonic personhood leading to bans on abortion and probably bans on contraception as well.

One immediate argument against this idea is that it will create a lot of expensive paperwork. To qualify, pregnant women will have to document that they have been "under the care of a physician" for at least twelve weeks, and the physician will have to sign off on that. Many (poor) people don't access prenatal care at all until well after 12 weeks gestation. They may postpone going to a doctor until they are close to delivery, or not go to a doctor at all and simply show up at the Emergency Department in labor. The only people who would even benefit from this tax break would be wealthy people with private insurance who have Ob/Gyns who have time to fill out useless paperwork.

The Republican Party of "less government" strikes again with an expensive and time-consuming way to get government all up in our business.

the party of less government. They are the party of morally correct government, and THAT government is, by it's nature, fucking HUGE.
They think WE want the government to do more "stuff", but at least we can comit the government to staying small enough to stay the hell out of peoples personal lives...

Get pregnant in September, claim deduction in December, have an abortion in January. Perpetual deduction. If you have twins or triplets, you can write off your entire income.

Utterly stupid idea that would INCREASE abortions instead of decreasing them. Repukes need to study the law of unintended consequences.

Awesome. No maternity visits to the doctor, no diapers, no painful childbirth - just an annual tax write off that will never need clothes or food or a car or college education.

If they switch that towards a program for Maternity assistance, particularly for those who need it, I am all for it.
Especially, if it deals with paying for the bills come delivery time...

medical reasons (a la Ireland example) and are denied one because the fetus is a person who has a right to die and take its pregnant mom with it. It's war on women and on pregnant women in particular who lose their personhood when they become pregnant under this proposed legislation.

Because everybody knows pregnancy loss is not trauma enough without the fundy freaks inserting themselves into it. They'll want to create a board to determine if the mother did, in fact, do all she could to prevent that pregnancy loss. If the Pregnancy Police determined the mother was at fault--let's say she had some medical issue--then those "parental wanna-bes" would need to pay the taxes owed, PLUS an appropriate level of fines.
