I think that was supposed to be a joke on the Tea party's real motives for their stance on election reform.

If every eligible voter turned out to vote, that would, by my way of thinkin' be 100%. So ....um... who are those voters over and beyond that 100%? Are zombies flexing their political muscles again??...I am all about equality and stuff but I draw the line at zombies! They have horrid hygiene, I mean have you ever tried using a voting booth after a zombie has been in it??!!1!

In Wisconsin you can register to vote at the polls, compared to other states. (For example, in my state of Missouri you must be registered within so many days before a vote-average is over 2 weeks early.)

If a majority of registered voters show to vote and a number of unregistered show to register and vote then yes, it would add up to over 100%.

Voter turnout above 100% is rare but it can legitimately happen in states that allow voters to register at the polls, considering that college students make up a huge percentage of Madison's population it is more likely to happen there than most parts of the country.

Now if only we can do away with photo ID we can win more elections. Though MSNBC may be calling this for Walker. I don't see that sticking. Everyone I know is pulling for Barrett.
