Did Roberts uphold the ACA to ensure he wrote the majority opinion.

It is my understanding the other justices voting to uphold th mandate used the commerce clause. Roberts excluded the commerce clause in his opinion upholding the mandate as a tax.

And he would have been free to exclude the commerce clause in that case also.
