Sounds as if he is waiting to surprise himself.

I have a feeling that some of the declared candidates honestly thought the nomination would be an uncontested cakewalk, with cheers and flowers and so on.

He doesn't have enough self awareness to get out before he's embarrassed. Lord knows he'd have the money to go the distance, but I still think America is done with the bush people.

probably doesn't give a shit about policies or ideas. This period is probably a time he has set aside to do a decision analysis. He won't run unless he knows he can win. Kind of like dingbat Romney this last time - he looked at it analytically

Of course Jeb! is running for president. But until he formally announces, he can basically raise unlimited funds for his campaign and coordinate all he wants with whatever Super PACs and big money boys are working with him. He's not subject to election laws until he actually starts running.

Of course, that might be a topic of discussion on the Sunday talk shows, but for some reason they're awfully preoccupied with another election issue. Namely, that even though some candidates have voiced concerns with campaign finance reform, they're running under the system as it's constituted and not voluntarily handicapping themselves by running their campaigns under the system as they'd like to see it. This puzzles the political cognoscenti in the country no end! It's like a visiting team coming into Yankee Stadium and not insisting that the pathetically close right field fence be moved back when they bat.

After he officially announces...they must engage in a "legal separation".

At least I think that might be the main contributing factor.....
