"He was not aware of any restrictions nor does he recall being made aware of any over the four years he served at State," the aide said in a statement sent to Politico. "He sent emails to his staff generally via their State Department email addresses. These emails should be on the State Department computers. He might have occasionally used personal email addresses, as he did when emailing to family and friends."
Powell served as secretary of state from 2001 to 2005 under former President George W. Bush, while Clinton served under President Barack Obama from 2009 to 2013. If she decides to run for the Democrats' 2016 presidential nomination, Clinton is widely expected to be the front-runner.
The statement from Powell's office comes after Democrats came to Clinton's defense, saying she is not the first secretary of state to conduct business over a non-government email account.

Somebody else doing something boneheaded and wrong isn't any kind of excuse for another person also doing something boneheaded and wrong.
It was wrong for Powell, if Rice did it, it was wrong for Rice, and it was wrong for Hillary.
All three failed at addressing a serious problem with State Department IT if indeed it sucked so bad they felt they had to run off their own personal servers. You don't ignore the problems people under you are having and just fix things for yourself. That's really crappy management.

What seems pretty clear is that
1) using a private email system isn't illegal under the rules HRC worked.
2) having a private server to handle ALL your government email is pretty unusual.
We are left looking at nothing legally wrong but something that seems exceptionally bizarre.

(40,416 posts)Is not unusual. I myself have run my own e-mail server (plus Web server, plus hosted my own domain name server and a VOIP server). And I was just one guy.
As I understand things, Foggy Bottom has been a bit behind the times technologically for years. For Christ sakes, they still use Microsoft Exchange servers, which means the use Microsoft Internet servers!!!! Surely delusional people making tech decisions there.
No wonder HRC put her own e-mail server up. I don't blame her. It was certainly more secure than Exchange and from what I understand from recent posts here, more reliable and efficient. Which is undoubtedly why she did it.
So everybody stop carping about this. It is nothing at all.

So saying 'Look! They do it too!' is a perfect excuse for all sorts of bad behaviour. Remember, you only have to be better on one issue than your opponent, and not any worse on every other one to be 'worth electing' under the logic constantly being served up, because we're constantly told we have only two choices: elect centrists, or elect Republicans.
