House Democrats win spending for veterans projects

CHARLESTON, W.Va. House Democrats claimed a rare victory this session on Monday, with an amendment on Veterans Visibility Day that would provide about $1.5 million a year for construction projects for veterans, including nursing homes.
Delegate Isaac Sponaugle, D-Pendleton, successfully amended that provision into a governors bill that would reduce the amount of state Lottery funds that would go into the state Infrastructure Fund from $40 million to $30 million in the 2015-16 budget, freeing up $10 million to close a funding gap in the states general revenue budget (HB 2213).
Sponaugle said Monday it was time to do more than pass resolutions to honor veterans.
We talk about appreciation. Its time to put our money where our mouth is, he said.
House leadership had planned to advance the bill to third reading, passage stage, with amendments pending, but Sponaugle and other Democrats objected, and a motion to advance the bill failed to get the required two-thirds majority on a 60-31 vote.
