When I was volunteering for Kerry at the field office in Columbus, I was struck to learn that a field office wasn't opened in rural NE Ohio until the last weeks of the campaign. I think it's more a matter of limited campaign funds than that they refuse to consider it.

you have no Senate race, and the House seats in Ohio are hyper gerrymandered. No surprise.
