We railed against the GOP for having no plan with what to do after they decimate the Affordable Care Act.

We have not offered the craven idiots in Congress any method of replacing the funds they are currently getting, from the NRA and other assorted gun advocates, if they were actually to change their position to one more in line with the majority of the population who want to be able to eat out, go to school or work, or just hang out in their own neighborhoods without hearing gunfire.

How much is the gun lobby giving the craven idiots?

How can we take it away from them? (Attempting to make them personally responsible for any massacre since they voted against any background check or other legislation that would have prevented that massacre, or something similar, is my suggestion).

If they are otherwise deserving, how do we replace the funds they just lost?

The real problem is that we the people don't vote on this issue as a dominant one. The Gun rights folks do make this a number one issue, and have defeated/recalled pols numerous times. That's what scares them into toe-ing the line. Until the people who want responsible gun control laws enacted make this issue a dominant one, one where they will get off their butts and vote during primaries and off-year elections, things ain't going to change.

The reproductive rights fight is the same way. The Fetus worshippers vote, and always get out and vote, whereas the Rights voters mainly seem to get out and vote during presidential elections, and make this issue only one of several they consider. Their power is diluted.
