The President delivers remarks at the Department of Justice presenting the outcomes of the Administration's review of U.S. signals intelligence programs. He calls for the ending the governments control of bulk collection of phone records, and orders intelligence agencies to obtain court permission before obtaining such data.
In addition, the President says the U.S. will stop monitoring the communications of leaders who are close allies unless there is a compelling national security purpose. The President also announces he will extend certain privacy protections of Americans to foreign citizens.
The Presidents Review Group on Intelligence and Communications Technologies recommended more than 40 suggested changes at the NSA in a wide-ranging report issued this past December.
