Does Obama know of the plan to destabilize Venezuela?

As you may know, a Wikileaks cable recently revealed US plans to destabilized Venezuela. http://www.democraticunderground.com/110812229

I am giving the benefit of the doubt to President Obama, as sometimes in our past at least one government agency has done things behind Presidents' backs (CIA).

My best guess is that since President Obama believes in the sovereignty of other nations, especially those with a Democratically elected President, I do not believe him to be personally involved in this meddling with our neighbors.
