While we must aggressively pursue international terrorists and all of those who would do us harm, we must do it in a way that protects the Constitution and the civil liberties which make us proud to be Americans. It is merely state sanctioned murder. Even the Inquisition held trials before executions.

If they pose enough of a threat and there is no alterative, even a cop can use deadly force. Even a citizen can. If somebody is out to kill Americans and there is no other way to stop them then they need to be executed.
