My sister lives on one, a small house about 10 house in from the ocean. What was there before, a huge dune, boardwalk and houses are mostly gone. The dune is gone. The elevation change from the water's edge to her house has been almost erased.
This would be the time to draw a line and not rebuild in in the area from the center of the island to the ocean.
Barrier islands serve a purpose. It's not for packing houses on them.
