This means early voting in Virginia folks. This could be a big factor in the election.
VA SBE Prepares For Absentee Voters Ahead Of Sandy

RICHMOND, Va. (AP) - The Virginia State Board of Elections is advising local registrars to accommodate voters who ask to vote absentee because of the potential impact of Hurricane Sandy.
In-person absentee voting is being conducted on weekdays and the last two Saturdays before election day. The board is urging localities to keep registrar offices open and continue the in-person absentee voting unless the storm makes conditions unsafe for employees and voters.

I really don't know what the protocol is for counting the absentee ballots. I've never voted absentee and am ashamed to say never really paid attention to when they count them. But, I would imagine there will be polling of people who vote early.

I just looked it up and they are counted on election day.

It looks like almost all states count them on the day of the election .....some just don't start until the polls close, others start when the polls open.
