I have no idea who said it or if that's the exact phrasing. Too many people do not think ahead and try to conceive of what may happen. Some ideas will be way off, but it's worth the time.
One of the most forward-thinking people ever was Winston Churchill. He had his own ideas that worked later on and he encouraged others.
