A nagging question about Romney and the Mass Heath Care situation....

If Romney didn't like the bill, as he states now with his willingness to go after Obamacare as soon as he opens the front door of the White House, why didn't he exercise his line item veto over the legislation that created the Mass plan?

Most governors have the ability to veto line by line in the legislation before the Gov signs the bill.

If then Governor Romney had so much hatred for the plan, why didn't he just gut it by using his Line Item Veto?

The he would have made the Mass House and Senate to convene and over ride the governors veto. It would have, at the very least, given gov Romney a chance to get all the stuff he find offensive now with Obamacare with the Mass plan which served as the bases, as many pundits say, for the national plan.
