Jesus, I just figured it all out! "Unlikely voter" simply means that

it is "unlikely" that his/her vote will be counted by the Romney-owned machines!

It has nothing to do with whether these folks actually show up at the polls. Gallup-folk know the ratio in advance, so they can postulate the results because that's how the algorithm is set. "Easy".
