Blinken visits Ukraine to push U.S. support as Russia pummels Kharkiv

KYIV — Secretary of State Antony Blinken met Ukrainian President Volodymyr Zelensky on Tuesday in Ukraine’s capital, part of a mission to display Washington’s continued support for the country’s faltering war effort after months of congressional inaction choked off military assistance. The delay in aid weakened Ukraine’s ability to repel renewed Russian attacks.

Blinken’s two-day trip is the first high-level visit by a Biden administration official since Congress last month approved a $61 billion aid package for Ukraine after seven months of obstruction by Republicans. The visit was intended as a show of solidarity as the Pentagon speeds antiaircraft defenses, artillery and other key equipment into the country to try to stabilize Kyiv’s front lines. But officials concede that given Ukraine’s sizable challenges, its military may not regain a battlefield advantage before 2025 at the earliest.

While in Kyiv, Blinken will meet the country’s top leaders and deliver a speech about Ukraine’s future as a nation wired into European institutions such as the European Union and NATO. But with Russia’s war machine proving dangerously resilient and former president Donald Trump running strong in U.S. election polls, the reassurances from the top U.S. diplomat that Washington remains a reliable supporter were likely to sound different from the last time he was here, in September, as Ukraine was just starting to wind down a hotly anticipated counteroffensive that ultimately failed to recapture much ground.

Senior State Department leaders have largely refocused on the Middle East since the Oct. 7 Hamas attack on Israel and Israel’s subsequent military operation in Gaza. Although lower-level trips to Ukraine have continued, Blinken has visited the Middle East seven times since the Hamas attack, a measure of the degree to which regional diplomacy there is now consuming his days. By contrast, he has traveled to Kyiv four times since Russia invaded Ukraine in February 2022.

is holding their own in Kharkiv. The GQPs tried to give Russia an opening and therefore Putin is doing his best to retake the areas before full weaponry comes in from the USA.

As many of us already know, Putin do not care about the tons of death and injured on his side, it's a meat grinder.

Jurisdiction in the general situation
Ukraine is not a State Party to the Rome Statute, but it has twice exercised its prerogatives to accept the Court's jurisdiction over alleged crimes under the Rome Statute occurring on its territory, pursuant to article 12(3) of the Statute. The first declaration lodged by the Government of Ukraine accepted ICC jurisdiction with respect to alleged crimes committed on Ukrainian territory from 21 November 2013 to 22 February 2014. The second declaration extended this time period on an open-ended basis to encompass ongoing alleged crimes committed throughout the territory of Ukraine from 20 February 2014 onwards.

On 28 February 2022, the ICC Prosecutor announced he would seek authorisation to open an investigation into the Situation in Ukraine, on the basis of the Office's earlier conclusions arising from its preliminary examination, and encompassing any new alleged crimes falling within the jurisdiction of the Court.
