Lessons from Bush v. Gore Florida Recount

The Florida 2000 recount is on the mind of many Wisconsin voters. The big lesson from the nightmarish "hanging-chads" recount "is that you need a total statewide recount. If you only recount select counties the perception is you are only selecting counties that favor you," says Jay Heck, the head of Wisconsin Common Cause.

Heck issued a statement on Friday:

The incredible and almost unbelievable events of the last two days with regard to the reporting of votes in the City of Brookfield in Waukesha County in Tuesday's election for the State Supreme Court warrant a full investigation by the Wisconsin Government Accountability Board, the U.S. Attorney for the Eastern District of Wisconsin, the Wisconsin Department of Justice and the District Attorney of Waukesha County. Furthermore, the Government Accountability should authorize and supervise a statewide recount of all ballots cast in Tuesday's elections and such a recount should be funded by the State of Wisconsin.

Why so many parties? Because this is the same constellation of offices that investigated the 2002 caucus scandal, giving voters more confidence that the manner was being handled appropriately and in a bipartisan fashion.

If Wisconsin is not to irreparably harm its reputation as a functional and relatively noncorrupt state, many Cheeseheads believe that a statewide recount is a necessity.

It is largely too late for Wisconsin to recover it's reputation. Deep down it's a blue state living in a perpetual state of apathy in regard to politics. When canvassing neighborhoods in Eau Claire, it becomes very apparent that McCarthy did a lot of damage here. People are very reluctant to participate. Some want facts but can't be bothered by the details then complain when they have been lied to. Others think the only way to get the vote out is to call the same supporters over and over again in the days before an election.

I hope things turn out well but after 18 years of struggling to survive here; I am ready to give up... I can starve anywhere. Time to vote with my feet.

6. I travelled to Madison six times since February, I don't see the apathy you are referring to
While I can grant you that there are Wisconsin citizens who are apathetic, we just saw one of the most significant acts of protest in this nation's history take place in Wisconsin. Hundreds of thousands of people participated in protests, hundreds of thousands of signatures have been gathered for recall petitions, things have been happening all over the state that demonstrate anything but apathy.

8. Agreed Bjorn Against. Many of us here have been to
Madison at least once over the past several months, if not several times. I think we can all attest to the fact that apathy is the last word I would use to describe the mood in WI--on either side.

3. We need a statewide HAND recount!
Recount initiators may petition the court for a recount to be conducted by hand, though the law specifies that the burden of proof is on the petitioner to demonstrate why a hand count should be enforced. Otherwise, the default counting method is the same as that used in the initial canvass: paper ballots are counted by hand; optical scan ballots are retabulated on an automatic tabulator

5. Is Prosser's team implying they are only open to a recount of Waukesha County?

This may be our only chance to find out just how clean our elections are. We need to be vigilant and aggressive about this - and demand a HAND recount of every ballot cast in this state. If there is any fraud, it will come to light. We may not get this opportunity again.
