Another interesting provision tucked away in Governor Kasichs 3200+ page budget proposal exempts another area of the executive branch of Ohio government from legislative oversight. This time, its the Lottery Commission.

In the words of the Legislative Services Commission, lines 4165-4167 of the budget bill:

requires that non‐instant game rules <...> be adopted by the State Lottery Commission in the same manner as lottery instant game rules in that all game rules are <...> not subject to legislative review and invalidation

This allows for the expansion of State Lottery games without the need for review by the legislature through JCARR (Joint Committee for Agency Rule Review). While JCARRs authority is limited to invalidating rules that overstep an agencys authority, eliminating it means Lottery could adopt, for example, rules to expand keno or to introduce video lottery terminals, without prior legislative approval. /

1. Whoo Hooo, more taxation of the poor.....
On another note,I have it from a very reliable source that the governor's car was parked in a fire lane yesterday. Columbus cops ticketed him. It would be interesting to
know if he actually pays the fine!
