My suspicion: Moderate Republicans defected (as per trend between 2006 and 2008, including Susan Eisenhower) more than 3% fraud could overcome. "Breaking out the unverifiable Touchscreens" wasn't enough.
2.4% and 2.9% deviation in 2004 and 2008 between Counted-vote and Polled-Vote for Dem candidates.
