Just read in the Kenosha paper that Cullen (D-WI)
is introducing a bill to allow votes without 20 present for a quorum, to prevent Senators taking off like they did. Why would a Dem that was welcomed back as a hero stab the party in the back like this? Why make it easier for the repubs to pass bills without any recourse to fight with?

Can someone explain to me why he's doing this? Is there something in our favor with this that I'm not seeing?

2. What's Cullen getting in return?
Back in 2003 John Whitmire turned traitor wrt the Delay redistricting.
That was tit for tat too.

Sen. Tim Cullen is again stepping forward as a statesman.

The Janesville Democrat on Tuesday said he’s working on a state constitutional amendment to prevent Wisconsin lawmakers from stopping legislation by running away and hiding.

That’s what happened last month when Cullen and 13 of his fellow Democrats in the Wisconsin Senate fled to Illinois to stop majority Republicans from quickly approving a budget repair bill that contained controversial limits on collective bargaining for public sector unions.

5. I think it's strategy to appear conciliatory without actually doing much.
To amend the constitution, the amendment first needs to pass two consecutive sessions of the legislature, and then pass a statewide vote.

I suspect the make-up of the senate and assembly will be very different in the 2012-2013 session, so the amendment may not even see the light of day. So, by introducing it now, Cullen looks all bipartisan and there probably won't be much actual effect.

7. Maybe so if they (the Dems) retake the Senate, the Republicans can't run?
