Ohio Closing Doors on Rally Participants
Crowds are gathering in the Columbus, Ohio, capitol building to protest legislation that would take away the freedom of working people to bargain for good middle-class jobs.

Here’s a live report from the Capitol:

The Statehouse is closing doors to rally-goers (but letting the media in) due to it being a “safety hazard.” Anyone who goes outside can’t come back in. But they’re allowing FAR FEWER people inside this time than last week.

They’re offering seating across the street, it seems in part to divide the group and make the crowd seem smaller.

Because the atrium, etc. were already booked until 2p.m., the plan had already been for the crowd to stay outside.

Hey Gov Kasich, 'fraid of a few protestors, aren't you?

3. Are those training manuals publicly available?
If so, can those procedures be disrupted so as to preempt things like kettling?

4. I don't know about the availability of training manuals.
My comment about similarity was based on observations of recent police actions in England, France, Russia, and Egypt.

Kettling depends on trapping a crowd in a place whose exits are easily choked by a small force. Capitol Square in Madison has something like 8 streets exiting the square that immediately open onto about a dozen streets. The place was designed to faciliate movement.
