1. Definitely not
Living in Western Pennsylvania, I can assure you it is not the case.

We are a leader in High Tech, Education, Medicine and oh yeah, we still make our share of steel.

Did you see Jeopardy? Know "Watson"? Western Pennsylvania my friend, Carnegie Mellon University. So NO we here in Pittsburgh are NOT in a state of permanent decline, quite the contrary actually.

2. Look at the rust bowl states with their shiny new Rethug governors.
Ohio, WI, MI...The answer is yes because these thugs put us in a state of depression years ago and now they are back to bury the bodies. They only care to line their own pockets. Too sad!

3. I would have argued as well that Southern States union busting ways
and exporting of jobs to Mexico and Asia probably plays a more permenant role.

6. It's not a matter of bashing; I don't live there and am curious
What I have heard is that the large manufacturing jobs are going away and aren't coming back. Big cities built up around manufacturing now have too many worker for too few jobs. It'd be hard for them to create an environment "friendly" to business sufficient to bring large factorys back. I would very much like to be wrong about these things.

7. Wasn't ripping you, whenever someone mentions a region, everyone here cries.
BTW, Pittsburgh (part of the Rust Belt) is constantly named America's most livable city. They have a vibrant business community and create a lot of jobs. Check it out sometime.
