2. Right now, during the test, yes

I do not know the exact procedure once DU3 goes live but it is my understanding the group community has input for each 90 day stint as a Host.

4. Yep - for this latest test of DU3, it is open, first come-first serve applying.

Most of the main forums still have quite a few unfilled host roles. The quickest to fill (and perhaps only one full) is Soapbox at this point.

I don't know if this is or isn't exactly how it will work once DU3 launches for keeps.
