Water district officials said they responded to the emergency within 25 minutes. Public records show the call for service came from the Chula Vista Police Department at 6:48 p.m. but the flowing water wasn’t turned off until about 10:30 p.m.
In response to questions from The San Diego Union-Tribune, Otay Water District officials said there is a possibility the water agency could do a one-time fee adjustment to prevent an extremely high bill.
Residents in the 86-unit complex collectively pay a $10,000 water bill monthly through their homeowners association. Monthly fees for the association are about $400 a month.
Carter guessed the water bill would be $30,000 or more if an adjustment is not made.

Unbudgeted utility cost could hit $448,000

Twin flames of burning methane at the South Shore sewage treatment plant in Oak Creek are the color of money.
The Milwaukee Metropolitan Sewerage District has been running up an unexpected utility bill of $4,000 a day since early November as it buys electricity for the South Shore sewage treatment plant in Oak Creek to replace energy customarily generated with methane, district officials said Monday.
The expense amounted to an estimated $84,000 last month, but the unbudgeted bill could soar to a total of $448,000 by the end of February if repairs to the plant's methane gas distribution system require a projected three additional months to complete.
In November, South Shore plant workers were repairing a section of corroded iron pipe used to drain water vapor from other pipes in the system when they determined corrosion problems were more widespread, according to district technical services director Mike Martin. Methane was leaking from an undetermined location, so the network of pipes used to deliver gas to aboveground storage tanks and turbine generators was shut down for safety reasons.

A Transco natural gas pipeline ruptured at approximately 3:07 p.m. Saturday with an explosion that could be heard for more than 30 miles while shooting flames nearly 100 feet in the air for over an hour.

“Certainly, this is a serious incident and we are very thankful that there were no reported injuries,” said Larry Hjalmarson, vice president of safety, environment and pipeline integrity for Williams’ gas pipeline business. “We are extremely appreciative of the excellent response by local emergency response personnel, as well as Williams employees who instituted emergency shut-down procedures. Our focus now is on determining the cause of the incident to ensure that our neighbors and employees remain safe.”
The fire was isolated to a mostly unpopulated area down Highway 69 toward Myrtlewood – near Rembert Hills Road – on hunting land. There were no injuries reported but original reports indicated there were three hunters on the property at the time of the blaze. However, all were accounted for and left the property before the actual explosion.
