4. we need to answer 2 questions to get jobs
1) Who will create them?

2) How do we encourage & assist them in creating jobs?

We need some new or "out-of-the-box" answers. It doesn't matter if your answer to 1 is government, big business, small business, or something else, we need some new ideas for 2. And if you want stability, not just recovery, we can't rely on government jobs.
