What is he going to do if this POS bill fails?

1. Nothing. Ben Bernanke will get the Fed governors together
and they will vote to write off $2 Trillion in US Government debt that Fed owns. Fed actually owns half the USG's debt in form of
US Treasury bonds as a part of monetary policy. They destroy the bonds and voila - USG no longer owes them the money and
is safely under the debt limit. Borrowing can resume. No action from President or Congress is needed.
