7. He's posturing for his constiuency and the Tea Party.

Not only going after a woman in The House, but the chair of the DNC. And trying to see if he can get away with it. If he can, he'll continue and others will follow his lead, giving him the illusion of political capital.

West is not satisfied to just be elected from his small community and represent them in D.C. There's more power and money down the road and he'll get taking the low road, not by creating jobs or protecting social programs his community depends on.
