This is the water that is flowing into the Missouri River, that will flow into the Mississippi River, that is causing all the problems along the way.
The water in Garrison Reservoir in North Dakota, was within a foot of over topping the spillway. If that happened, they would lose control of the water. This had to be done. There is a lot more water than normal coming into the reservoir from Montana from the melting snow pack and recent rains.
