3. Why would "the govt" shut down? You mean the federal govt? It doesn't operate...
out of just one building or just one city. It's all over the country.

If the building Congress meets in gets destroyed, they can just take their limos down the street and meet in another building. Or another city. Or another state.

Obama as President...they say the office of the Presidency travels with the President. Wherever he is, that is where the Executive Branch is. That's what they say, anyway.

10. Did you watch Rachel tonight? She said something about
Elizabeth Warren "coming up" -- something about raising funding for her campaign, but I couldn't hang around to watch. Your post reminded me of it.

7. In a "normal" world, yes, but...
Congress right now, while on recess, is actually still in session.
There is a group of wackadoodle Reps who are keeping the Senate in session during the recess in a building off campus right now because of the earthquake.
There is a rotating group who keep the body in session SPECIFICALLY FOR THE PURPOSE OF KEEPING THE PRESIDENT FROM MAKING ANY RECESS APPOINTMENTS!
I kid you not!

also, it would probably mean some good people take key positions and begin working for the American people.

and not in a million years will Obama do it because it will piss off someone to his right instead of someone to his left.
