13. Taking in foster children for interim periods is not raising them.

It can be one way to make a living, like a half way house, that is no claim to fame, just a paid service. Bachman must have had some sort of a record in the amount she claimed to have RAISED (23?). I have known women who have actually RAISED unwanted foster children, and then ended up adopting them.
