Nikki Haley: Drug test recipients of unemployment benefits
Huffington Post:

If South Carolina gubernatorial candidate Nikki Haley had her way, her state's unemployed would be subjected to mandatory drug testing in order to receive unemployment benefits.

"I'm gonna push to make sure that if someone fails a drug test in this state, that we are not gonna pay benefits," Haley said at a press conference outside the S.C Department of Employment and Workforce. "That's something I'm gonna push for, I think people of this state deserve that. Personal responsibility matters and we're gonna continue to fight that fight."

Haley's proposal builds off a piece of legislation that was brought before the South Carolina Senate last year.

South Carolina's The State reports:

The idea was proposed last year during Legislative debate, but some argued denying benefits to those who fail a drug test is unconstitutional. State Sen. David Thomas, R-Greenville, proposed the department conduct a urine drug test on a random sample of 500 first-time benefit recipients, and report the findings to the General Assembly by Nov. 1.

If more than 10 percent of the random sample tested positive for drug use, then 3 percent of all new benefit recipients would have to be drug tested going forward as of Feb. 1, 2011. The legislation, which was withdrawn, would also have required lawmakers to be drug tested.

Remember these are the assclowns who think people who are on unemployment want to stay at home collecting a pittance, rather than being back at their old jobs making paychecks that are many times larger, along with such benefits as health insurance. It's called unemployment insurance. An unemployed person paid for it when he was working.

Now to drug testing. Unless you are a pilot, physician, or some other position where you are responsible for the safety of others I oppose drug testing. I wouldn't piss in a cup for anybody but my doctor.

sent by employers for drug testing. There are truck drivers, bus drivers,
new employees of Wal-Mart and other outfits, existing employees being given
routine surprise tests, medical personnel etc.

You are also incorrect in that the "insurance" paid by the employee before
he/she lost the job, pays for all unemployment checks. If that was true why is
congress passing bills to fund unemployment checks by Billions of dollars?

Contrary to popular belief, unemployment insurance is not funded by individual taxpayer dollars. Rather it is funded by the employer who, pursuant to FUTA, is mandated by the IRS to pay a certain percentage of taxable wages in state and federal unemployment taxes.

35. I understand what you are saying about employers contributing
towards a fund for writing unemployment checks.

But obviously it is not enough to cover 99 weeks of unemployment.
That is why congress has to appropriate Billions more. Which means
working tax payers are also footing the bill.

the employer then has the prerogative regarding drug testing.
For example workers high on intoxicants are likely to affect quality
of goods or services produced.

If one does not like the employer's drug policy, one can look for another job.

he will evaluate your drug results versus your job performance
and if you are a productive employee he will retain your position.

If the employer is stupid, then he will fire you even with your
good performance record. In this case you really should not stay with
this employer anyway. In the long run it will turn out unprofitable for you.

Being on unemployment is humiliating, thanks to her ilk, who liken recipients to "lazy welfare cheats." Not to mention all the idiotic hoops one must jump through to get it. She just wants to humiliate the unemployed even more by adding yet another humiliating hoop to jump through. That, and she probably figures it will discourage people from applying for unemployment in the first place. Remember, Haley comes from the party where a substantial number of those running for Congress want to force a woman to bear her rapist's child. I think they get their jollies on making people suffer.

Really? What is she really suggesting? That the unemployed are on drugs, and this is why they are not finding work? So she thinks it sounds like a great idea to spend big money-tax payer money- to randomly drug test the unemployed. She obviously doesn't get that many, who have worked their entire adult lives already have the pain and sometimes a sense of shame (though they shouldn't) or failure because they are unemployed. Adding a drug test - when there is absolutely no cause to think they are on drugs is despicable.

I did have the exact same question as you. I am skeptical that the percentage of people who would fail the drug test would be enough to provide any savings after the costs of running this program. Plus, you might as well pay for rehab programs for the people who fail if you're truly concerned that they're just sitting around all day, not contributing to society. Maybe you could even employ some of the people who didn't fail the test for this...

The criminal laws against drugs are enough. Geez, these people are always looking for new methods of punishment for others.

64. What do the repubs want to do with those who test positive?
Throw them on the street or get them care to clean up their act. I suspect the former. Repubs are not interested in helping society, just corporations. They just want to quit paying people.
