3. Perhaps Boxer's been waiting until minds are more focused on the mid-term elections
It's also very expensive to run ads in LA and other California media markets. Not a problem, though if you are Meg Whitman--who has now dumped $119 million of her personal fortune into her campaign.

5. Timing is everything.
Had she started pointing this out earlier, it would have been old news by now. This has much more impact when played while people are starting to pay more attention and in closer proximity to the election.
