I think mine is the ban on federal funds being used for stem cell research.

Obama's Order Ends Bush-Era Interrogation Tactics

In the first sign of friction within his new administration, President Obama overruled the pleas of senior U.S. intelligence officials and signed a new executive order that bars the CIA from using harsh interrogation methods beyond those permitted by the U.S. military... The executive orders, while expected, represented a clean break with Bush administration policies and won quick praise from human-rights groups.

In perhaps his most far-reaching and potentially controversial move, Obama ordered that the CIA immediately cease using any interrogation techniques that are not already authorized in the U.S. Army Field Manual. He also ordered the CIA to close, "as expeditiously as possible," any secret detention facilities overseas and begin immediate compliance with Common Article 3 of the Geneva Conventions, which prohibits "humiliating and degrading" treatment of prisoners.

Obama: U.S. will not torture

WASHINGTON - President-elect Barack Obama said Friday his administration would not compromise its ideals to fight terrorism, adding at a press conference to announce his CIA and national intelligence nominees that he has told them to honor the Geneva Conventions.

"I was clear throughout this campaign and was clear throughout this transition that under my administration the United States does not torture," Obama said, when asked at the news conference whether he would continue the Bush administration's policy of harsh interrogation. "We will abide by the Geneva Conventions. We will uphold our highest ideals."

13. Yes. It expanded dramatically during the Bush administration.
Several rule changes to weaken previous regulations, and the lack of EPA enforcement, made the widespread destruction of Appalachian mountains possible. It was definitely something Bush pursued aggressively, more so than previous Presidents.

17. Didn't really end it.
1) He imposed new regulations but did not end it. 2) The rules only apply to Appalachia. No other areas.

24. It can't be done with the new rules in place. So he ended it.
I now people would like him to jump up and down and shout about how he ended mountaintop removal but that's not really his style. You're right that it won't stop mountaintop removal in non-mountainous areas.
