Schwarzenegger Cuts 22,000 State Jobs Amid Crisis
SACRAMENTO, Calif. (AP) ― California Gov. Arnold Schwarzenegger CBS
With California's cash dwindling and legislators still debating a new budget, Gov. Arnold Schwarzenegger eliminated thousands of part-time and temporary state positions Thursday and ordered that 200,000 state workers receive the federal minimum wage.
His signing of the executive order had been expected since last week but stood as a stark illustration of the cash problem facing the nation's most populous state. Schwarzenegger apologized to state workers but said he had no choice.
"Today I am exercising my executive authority to avoid a full-blown crisis and keep our state moving forward," Schwarzenegger said. "This is not an action I take lightly."

Arnold Schwarzenegger to call for deep spending cuts, plead for U.S. aid January 8, 2010 | 6:00 am
Gov. Arnold Schwarzenegger will present the final budget of his governorship later this morning, calling for deep cuts to public transit, healthcare and social services, as well as pleading for billions of dollars in help from Washington to close California's roughly $20-billion deficit.
The Republican governor will renew his call to expand oil drilling off the Santa Barbara coast and extend the payroll cuts that have resulted in furloughs and a 14% salary cut for more than 200,000 state workers.
Mostly, Schwarzenegger will deliver bad news as cash-strapped California continues to muddle through the economic downturn, despite raising taxes and cutting back services severely in 2009.
"As bitter as the words are in my mouth, we face additional cuts," Schwarzenegger said in his State of the State speech before lawmakers Wednesday. "We know what that means. We know the pain it entails. I mean, what can we say at this point except the truth, that we have no choice?"
Schwarzenegger vowed this week to "protect education funding" after two years in which billions of dollars were sliced from college and K-12 funding. But the governor has not said if that means more cuts to schools are out of the question, as he provides details of the budget today.
That has school advocates continuing to fret. "We're very heartened that he made that promise," said Jo A.S. Loss, president of the California State PTA. "And we will be very diligent to make sure that happens."
The governor will call for $8 billion in aid from Washington. If the funds don't come through, he will propose the wholesale elimination of CalWorks, the state's main welfare program, as well as a program that provides in-home care to the elderly and disabled.
Corporate tax breaks approved recently also could be rolled back. The proposed budget is just the first salvo in months-long negotiations to produce a spending plan that must be approved by two-thirds of the Legislature.

California governor seeks permanent state pay cuts OAKLAND, California Fri Jan 8, 2010 12:17pm ESTOAKLAND, California (Reuters) - California Governor Arnold Schwarzenegger will propose replacing furloughs of state workers with permanent pay cuts and increased retirement contributions from workers when he unveils his fiscal 2011 budget later Friday, his spokesman said.
Barack Obama
The Sacramento Bee reported the two proposals would mean a 10 percent cut in gross pay for roughly 200,000 public-sector employees, who have seen their pay cut by 14 percent through this year's furloughs, citing administration officials.
Schwarzenegger spokesman Aaron McLear said permanent cuts in pay and state retirement contributions would replace furloughs in the budget year starting in July but declined to discuss other details.
Combined with other personnel cost cuts, the plan would save $1.6 billion in the next fiscal year, the Bee said.
Schwarzenegger will propose an $82.9 billion budget for fiscal 2011 aimed at closing an expected $19.9 billion deficit in the next 18 months, the paper said, citing state government data.
Separately the Los Angeles Times reported Schwarzenegger would seek $8 billion from the federal government and call for the elimination of the state's main welfare program, Calworks, if the federal funds failed to arrive.
The budget plan in any case would seek deep cuts in public transit, healthcare and social services, and would seek to expand oil drilling off the Santa Barbara coast, the Times said.
The Republican governor will seek legislative approval for the proposals, which are expected to face opposition from Democrats, who have been critical of state worker cuts.
